Abstract:
The dissertation analyses the current condition of government buildings, the maintenance management system employed, its effectiveness, and finally develop mitigation measure of maintenance management system.
Data was collected regarding the condition of government buildings and the maintenance management system employed. Interviews were conducted to the school teachers, health officers and Municipal officers
Based on the information collected, the data was analyzed and performance indicators developed to test the effectiveness of the system. It was established that government building are in various condition, very good, good, fair and very poor condition. The maintenance management system employed was designated ineffective with the following weakness; lack of maintenance guidelines, lack of proper building records, inadequate funds for carrying out maintenance of buildings, improper criterion used in allocation of maintenance funds. Further, it was established that personnel concerned with maintenance of buildings at lower level lack appropriate expertise and community participation is lacking in maintenance.
Mitigation measure was developed by modifying present system based on the weakness observed. The system was hypothetically tested using developed performance indicators and believed to be effective.
